Anyone with the "Add/Edit User" privilege enabled can add new dashboard administrators to a community in which they have privileges. To create new dashboard administrators:

Navigate to the “Users” window in your Dashboard. To do this, locate the black toolbar on the right side of your browser window, and click the icon that resembles a person.

In the “Users” window, scroll all the way to the right and click the blue “Add Administrator” button (if you're adding them at the top/parent level) or "Add User" (if you're adding them at the child level).

You will be prompted to enter the new users email address, and then click “Add”.

Enter information about the user. Required information is denoted by an asterisk; cell phone number is not required, however, if they do provide one the new user will be able to receive notifications via text message.

Check the appropriate permissions boxes listed beneath the field for phone number.

Click the blue “Save” button.
This creates a valid account for the user (if they don't already have an account) - meaning if they download the app in the future using the same email or phone number, they will be treated as an existing user with system and will be prompted to enter a password.
All permissions, except "Receive new event emails" are predicated on the "Log in to Dashboard" permission being granted. If the "Log in to Dashboard" permission is removed, they will not have access to the dashboard and therefore cannot edit users, send broadcasts, etc.
Note: Privileges that are tied to other privileges. Keep in mind that all of these permissions depend on "Log in to Dashboard" being enabled.
